Philippine Board of Investments (BOI)
Atty. Marjorie O. Ramos-Samaniego is a member of the Board of
Governors of the Philippine Board of Investments (BOI). With a
distinguished career in public service, she amassed extensive
experience in policy making, legal affairs, compliance, operations and
management.
A staunch advocate for fostering a competitive and investor-friendly
investment climate in the Philippines, she has been instrumental in
crafting key economic legislations and their implementing rules and
regulations including, Republic Act No. 12066 or the CREATE MORE
Act, The CREATE Act, amendments to the Foreign Investment Act
and Retail Trade Liberalization Law, among others. She also serves
as an alternate for the Department of Trade and Industry Secretary or
Board of Investments Managing Head on governing boards such as
Philippine Economic Zone Authority (PEZA), National Development
Company (NDC), Philippine International Trade Corporation (PITC),
and the Privatization Council (PRC). As BOI Governor, she oversees
the implementation of Executive Order No. 18, establishing the Green
Lane for Strategic Investments, and the National Cold Chain
Committee.
Internationally, she is the Philippine Lead Negotiator for Investment
Agreements, the ASEAN Chair for the Investment Chapter (IC) under
the ASEAN-Canada Free Trade Agreement, and the Concluding
Chair of the Regional Comprehensive Economic Partnership IC,. She
authored the National Implementation of International Economic Law
for the Philippines in the Elgar Encyclopedia of International
Economic Law.
Her exemplary public service has been recognized through awards,
including the Philippine Department of Trade and Industry’s Executive
of the Year for 2015, and commendations from both the Philippine
Regulation Commission and the Board of Chemical Engineering in the
same year for her enduring commitment to exemplary public service.
She obtained her law degree from the University of the East and is a
member of the Philippine Bar. She earned her Master’s in Business
Economics at the University of Asia and the Pacific, where she also
completed her Special Studies on Strategic Business Economics
Program - School of Economics and Leadership Development
Program - Southeast Asia Business Studies.
